Starting “super project” of Blue Whale gas field

One of the “super projects” worth up to USD 4.6 billion, promises to contribute to the budget thousands of billion VND per year, is expected to be deployed in Quang Nam.

 The Mission of the leaders of Vietnam Oil and Gas Group (PVN) has a working session and field work with the leaders of Quang Nam Province to deploy the building of a complex of Blue Whale Gas Field Project. Joining in the Mission of PVN were Deputy Standing Secretary of the Party Committee, Member of the Board of Directors Pham Xuan Canh; Deputy General Directors Le Minh Hong, Nguyen Hung Dung, Nguyen Sinh Khang, Ninh Van Quynh, and leaders of units of PVC, PTSC, BSR, DQS, PV GAS, PVFCCo and leaders of many professional boards of the Group.

On the side of Quang Nam Province, participated in welcoming and working with the Mission were Provincial Party Committee Secretary Nguyen Ngoc Quang; Deputy Secretary, Chairman of the People’s Committee Dinh Van Thu; Vice Standing Chairman of the People’s Committee Huynh Khanh Toan; Chairman of Fatherland Front Committee Vo Xuan Ca, representatives of the Provincial People’s Council and leaders of Departments and Branches.

 At the working session, Chairman of the People’s Committee of Quang Nam Province Dinh Van Thu said, Quang Nam Province is very hopeful, joyful, and expressed the desire of the Blue Whale Gas Field Project may be reviewed and considered to deploy in this province. Chairman of Members Board of PVN Nguyen Quoc Khanh said, in the next time, in addition to finding and implementing cooperation projects, the Group will try to implement better the social welfare activities in Quang Nam Province. Also at the working session, the Mission has informed quickly, updated on the Blue Whale Gas Field Project to the leaders of Quang Nam Province.

 According to that, the Blue Whale gas field which is located from the Central coast about 100km to the East, operated by the US Exxon Mobil Corporation.
Currently, the Project has discovered oil and gas, the parties are building and preparing the plans of development, exploitation and putting into use, to meet the energy needs of the country. When putting into operation, the Project will supply natural gas sources which are special important, used for the needs of power generation, petrochemical, as well as the motivation to develop the local industry, contributing to ensure energy securities for the country, more motivation to develop the local economy and creating more jobs for the region.

Ending the working session, leaders of Quang Nam Province and leaders of Vietnam Oil and Gas Group have agreed to continue keeping meetings and working sessions regularly to promote cooperation projects. In the short term, the two parties will sign a comprehensive cooperation agreement, providing the basis for the Vietnam Oil and Gas Group, the member units (PVGas, PV Oil, Phu My Fertilizer, ...) searching and deploying the projects, including the development of commercial cooperation projects, distribution of petroleum products and petrochemicals in the provincial area.

 The Blue Whale Gas Field is estimated its reserves can be recovered on the premises approximately 150 billion m3:  3 times of Lan Tay and Lan Do Fields belonging to Nam Con Son Gas Project, the largest one in Vietnam at the present time.
According to the plan, the Project will be made by US Exxon Mobil Corporation as operator. Exxon Mobil Corporation will invest 1 wellhead platform to handle offshore water separator. 2 underground mining clusters. Each cluster has four exploitation wells and a pipeline of approximately 88km connected to Chu Lai coastline.
On the shore, PVN will invest a gas processing plant; a power station with 2 units, capacity of each unit is about 600 MW – 700MW. The said plants are expected to operate in 2023.

 Both plants of gas treatment and electricity will be placed at (Nui Thanh District).
 A further power plant will be built in Quang Ngai Province (in Dung Quat Economic Zone) with investment scale is similar to the power plant in Quang Nam and will be completed in 2023.
Total annual gas production is exploited approximately 9 – 10 billion m3, of which 1 billion m3 is intended to connect to Dung Quat Oil Refinery for intensive processing.

 Total investment of the entire Project of PVN is about USD 4.6 billion. The Project life is about 25 years; sales revenue from gas is expected about USD 30 billion; sales revenue from electricity is approximately USD 30 billion.
Total revenue of the Project life of the entire Complex is about USD 60 billion; of which contributing to the State budget is about USD 24 billion.
Specifically, after the completion, putting into operation, the Project is expected to pay to the State budget VND 3,900 billion/year.
The Power Plant with 2 units will pay to the State budget expected to VND 600 billion/year.
In addition to creating revenue of the State budget which is very large, the Project will also contribute significantly in ensuring the national energy securities.

 According to Russian railway data, in 2016 Russia exported 5.508 thousand tons of cargo to Vietnam and imported 326 thousand tons of cargo from Vietnam.  The volume of goods exported from Russia to Vietnam has been transported and transited by railway on Russian territory is 1,069 tons and transit is 169 thousand tons.  The volume of Vietnamese goods imported into Russia is 29 thousand tons and Russian transit by rail in Russian territory is 770 tons.  If there is a competitive pricing policy and good logistics services will increase the volume of transport more.
